oa::matrix::repeat_interleave

Repeat every FP32 element along one matrix axis. This is the direct Rust spelling of OA C++ FnMatrix::repeatInterleave. Rank-one through rank-four matrices are currently admitted. Errors Returns an error for an unsupported rank or dtype, non-positive repeat count, invalid axis, shape/ABI overflow, allocation failure, or recording failure.
