oa::matrix::add

Add two matrices elementwise using multidirectional broadcasting. Shapes use multidirectional broadcasting over at most eight axes. The I32 route uses two’s-complement wrapping arithmetic. The call records device work and returns without a host wait. Errors Returns an error when the shape, dtype, ownership, allocation, or recording contract fails.
