oa::video::VideoDeviceCapabilities

Hardware video queue and codec-extension capabilities for the Engine’s device. Hardware advertisement is distinct from OA session availability. The Engine creation enables advertised video queue/codec extensions, while Session availability is narrower than hardware advertisement: it becomes true only when OA has enabled and qualified at least one corresponding path.
