oa::ml::environment::Environment

Stateful native vector-environment behavior. Implementations own semantic environment state and embed exactly one EnvironmentExecution. Public default methods own transaction state, validation boundaries, submission, and rollback; implementations only author reset/step/reset-completed commands and transactional host metadata.
