oa::runtime::DeviceHardwareInfo

Hardware identity and resource facts captured at engine construction. Vulkan limits and exposed memory capacity can change with driver policy. Budget and usage are snapshots, not immutable hardware properties. Descriptor capacities describe the allocated heap after negotiation.
